Actually, I do have a lot of experience with that; but that was with
proprietary code I helded develop to perform any-to-any characterset
conversion.
You could do it in Java with an appropriate pair of
java.io.InputStreamReader and java.io.OuputStreamWriter instances.

Java's i18n.jar has support not for BDC but EBCDIC, which is an extension
of BCD. That may work for you.
