For the cost conscious, I use XML Notepad - free from MS (although I could only find the beta release last time I looked for it). I only used it for viewing documents, though. I have always created the files in whatever text editor I was currently using. I have never had to do DTD validation, so I don't know if it does that for you. It is the most lightweight viewer I have found.
Most clients I have worked with have XML Spy available for those that need to do XML work, so it must be pretty good.
