For building in NetBeans, see http://openjdk.java.net/groups/nb-projects/ - 
that'll let you build the Java programming language compiler in NetBeans, 
for example. For building in Eclipse, see 
http://www.ahristov.com/tutorial/java-compiler/eclipse.html
for the compiler, as well. There is a tutorial for using JBoss Developer Studio
over here: http://galder.zamarreno.com/?p=256 and you may find similar things on
the web with a bit of search.

In general, most developers seem to build from command line. You can find the
build instructions here: 
http://hg.openjdk.java.net/jdk7/build/raw-file/tip/README-builds.html

If you run into trouble with the command line build, please ask for help on 
build-...@openjdk
or on #openjdk on irc.oftc.net.
