There is a small problem with the build because of log4j.properties.

There is no supplied log4j.properties when doing the maven building/testing 
(e.g. ARQ) - this leads to warnings.

e.g. ARQ:
Running org.openjena.atlas.io.TS_IO
log4j:WARN No appenders could be found for logger 
(org.openjena.atlas.io.BufferingWriter).
log4j:WARN Please initialize the log4j system properly.
log4j:WARN See http://logging.apache.org/log4j/1.2/faq.html#noconfig for more 
info.

Suggestion: put a log4j.properties into jena-test.jar.
