Update release notes for v0.3.7
The v0.3.6 was released with a serious bug on the
publishing of the new environment variable GERRIT_REFNAME.
Because the plugin version was never published on the
Jenkins maven repo anyway, it would make sense to just
skip a number and list v0.3.7 only.
