That could pose a problem, yes...  File list is indeed 
/var/lib/jenkins/plugins/*.jpi.
One way of doing it is have the initial provisioning with Puppet with the 
package listed as 'installed', but let the user update those plugins 
afterwards through UpdateCenter.
