I don't think you'd want this, then you'd have to authorize the 'jenkins' user
to install system packages, which I certainly don't want jenkins to have the
ability to do.
Dieter, I think what might make sense is adding some file to /var/lib/jenkins
which would disable the Update Center in the UI and say something like "Plugins
are managed via Puppet/Chef/whatever, please ask your system administrator
about adding new plugins to Jenkins."
That way the CM keeps control of plugins.
