The activity in the Subversion repository is very low, but it still exists. We just had the monitor plugin released from Subversion this weekend.

Historically we haven't been dictating where plugins should reside, but if we want to contact those who are still committing to Subversion to see what they think about moving to GitHub, that sounds like a good idea.

As you may know, all the Subversion repositories are tracked in GitHub anyway, so migrating is pretty easy so long as those developers can work with Git.


       2) Are there any legitimate reasons for releasing plugins from outside 
of jenkinsci group when jenkinsci project exists?
            I understand that it may be done due to time constrain when 
maintainer does not have appropriate privileges.

We are discouraging this, and I think for a good reason. But I don't think we have gone so far as to actually enforce this in the update center.
