As I understand, it has been a long time *personal* goal of KK to move as
much stuff out of core as possible and into plugins. This would enable
people to upgrade plugins to get bug fixes rather than having to jump off
an LTS version of core and switch to TIP just to get a fix to a bug in e.g
the maven plugin.

In this regard the Maven plugin has been a "special case" as it has been,
for too long, tied to the version of Jenkins that you are using. My
understanding is that this requirement has been resolved and therefore in
line with his long term *personal* goals it was time to move the plugin out
to its own repository so that people are now free to upgrade it
independently.

This has a number of positive benefits:

   - You don't have to wait for a release of core to fix a bug in the maven
   plugin
   - You can build a local -SNAPSHOT of the plugin and install it
   - It reduces the scope of the code that needs the "special" code signing
   keys for release

>From my PoV it has one major benefit... you can remove that stupid project
type completely... sadly KK does not *yet* share my view (hey, I've been
banging this drum since 2007) so I suspect my *personal* goal will not
happen for now :-(

As for why he didn't send a reminder mail (as I think this topic came up in
the governance meeting at least a year or two ago) before hand... I don't
know, I suspect KK & Jesse were having a hangout party while hacking it out
of core and just got too excited... perhaps even over-tired...
