Im not gonna bother publishing this to Jenkins CI at this point.  Dealing with 
the people here (attitudes and BS) is more pain than it is worth. One guy 
recommended I throw out my existing work and start from scratch.  Another 
recommended i dont bother to publish because it looks similar to his work and 
his tool could be hacked to work the way I want (in the interest of 
consolidating plugins). While yet another suggests I have a poor understanding 
of development because i committed the target folder.  Based on this and ZERO 
guidelines on how plugins are ACTUALLY published Im pretty sure im done dealing 
with it.  

FYI: I PURPOSELY committed the target folder because i wasnt sure if the system 
itself simply pulled the HPI to host the plugins of how it was setup. Or if 
there was a validation requirement of the plugin packaging etc. I use artifact 
repos all the time so I KNOW the dangers of committing binaries. ESPECIALLY in 
GIT. 

PLEASE remove me from this list I have no interest in working with these people 
further..

You would run

mvn release:prepare release:perform

to deploy it, where the Jenkins update center would pick it up.

It is quite reasonable to request that repos forked to @jenkinsci be
free of major build products in the history. Many people (myself
included) do clone _all_ plugin repos and they need to stay free of
large binaries. Anyway this is quite easy to do:
