@Daniel what do you mean with the impact? As far as I know it would be just a new version, which does not seem to be harmful as the content is the same.
The thing is I don't think the tools are broken: the fact that several of them require the same version scheme, makes me think that such version scheme is already in place but is not being followed in some occasions. Taking into account specific and special cases, which can be unlimited (you for example just found another one), just make the tools obscure and less maintainable from my point of view.
