Since this is only additions. And not a larger rewrite. It seems OK. Would it make sense to make a whole new JEP and link them two together? I don't think so. Plus it would be a really short JEP and somewhat out of context and you then spend more time on setting context.
Also if it were final you would still have to link them, right?
