You've openened this issue against the Periodic backup plugin
(https://wiki.jenkins-ci.org/display/JENKINS/PeriodicBackup+Plugin) - which
AFAIK already offers the functionality you request - assuming I'm correctly
interpreting what you mean with "config files under the users directory". So I
either misunderstood your request or you wanted to have this functionality in
Jenkins 'core'.
In the 1st case, please clarify your request, in the 2nd I'm sure this issue
will be closed as won't fix as functionality available as plugins usually isn't
included in core. The general tendency is to keep core as small as possible.
