frank stockmans commented on JENKINS-15964 All configuration screens are stuck "LOADING" I resolved my issue by downgrading the clearcase plugin from 1.3.6 on jenkins 1.499. I recommend removing all your plugins and going with a old stable combination. I basically shut down jenkins and keep the .hpi files around for the reboot. Then upgrade them one by one to see which one is causing the error.
