You mean "... may solve the issue"? Yes, it seems so.
We have only one Jenkins instance here (running in production), so I can't check this behavious one more time.
Just for informational/debugging purposes: we use LDAP authentication (only authenticated users may trigger a build). But the button initially didn't appear for authenticated users, too.
