Is the Windows machine running the Jenkins process (master or slave) as a service?
JENKINS-20356 reports that credentials don't work as expected on Windows when the Jenkins process is running as a service.
Jenkins behaves differently on Windows and Linux in many cases, most often due to platform differences (symbolic links are handled quite differently between the two platforms, open files are handled quite differently between the two platforms, etc.).
