Your assertion that Jenkins is supposed to provide a service function solely within the context of a Windows service does not match my use model, nor does it match the use model of many Jenkins users.
Jenkins provides the capability to build, test, and report results. Many test contexts require desktop access.
As an example, Selenium tests need access to a desktop so that they can drive the web browser. Desktop applications often assume desktop access even when running in test mode.
