I am seeing the same since a few days without any noticeable change on my side. I think the actual cause is outside of Jenkins, I am not using Jenkins here, it seems to be caused by Axis/JiraSoapService/JIRA in some circumstance, see e.g. https://bobswift.atlassian.net/browse/JCLI-75 and https://jira.atlassian.com/browse/JRA-25400 where similar things are discussed, but unfortunately with no real solution.
