The following could be related: https://jira.atlassian.com/browse/JRA-20351, it describes that the WSDL/SOAP interface changes because of some Axis strangeness, so this would explain why it starts to appear suddenly, maybe after a restart or when some internal data structures are geting into specific state... Therefore an option to get rid of this would be to use REST interfaces, which is the preferred option in newer JIRA versions anyway.
