It certainly can. I'm still doubtful it should – it's supposed to be a short + succinct summary of changes, not an embedded changes list. You seem to place a high importance on the revision and committer that I doubt is universal.
Note that I'm not a Subversion Plugin maintainer (even though the commit log looks like it right now!) – but at least with the correct assignment of component, this issue might get their attention.
