Right, essentially "tied" doesn't actually mean "tied" (it may have once, before labels, before label expressions) – it just means "run only projects with restrictions" now. And in that, the behavior is correct.
If you have suggestions how "Tied" should be renamed + the docs changed, please post a suggestions in the comments.
