For some reason, you don't have access rights to that file (from the subprocess of Jenkins)...
It can be related to that your Jenkins Home Dir is inside C:\Program Files (x86)\ directory
1) try to restart Jenkins
2) if a restart will not help (you get the same error), manually unpack "python" folder from the "classes.jar" archive to the same directory (unpacked folder path: "C:\Program Files (x86)\Jenkins\plugins\installshield\WEB-INF\lib\python")
