Did you try this?
1) try to restart Jenkins
2) if a restart will not help (you get the same error), manually unpack "python" folder from the "classes.jar" archive to the same directory (unpacked folder path: "C:\Program Files (x86)\Jenkins\plugins\installshield\WEB-INF\lib\python")
Does the error code really contain "%20" substrings instead of spaces in the JAR file path?
