Not a bug: Jenkins checks the Jenkins install directory's available disk space, as that's where Jenkins will write all data by default. This includes tool auto-installations and all job workspaces that don't have custom workspaces defined. So Jenkins absolutely wants to make sure enough free space is available for this.

Custom workspaces are your responsibility, so they're ignored in that context.

Solutions:

  • Install Jenkins slave home to the disk with more free space so all data actually gets stored there
  • Disable disk space monitoring, or reduce the threshold
