Is this still an issue on current versions of Jenkins? Could you provide the steps to reproduce the issue from scratch, e.g. with building an open-source project, so this can be investigated further? First idea: RunList.failureOnly() needs to also exclude NOT_BUILT if that's the build result used for these modules.
