Can you open a new JIRA ticket for the non-snapshots issue. The debug from that clearly shows that the adb server is failing to start properly. I think that particular issue needs investigating first. The other failing to connect to adb is likely to be related but lets address them separately first.
We also need to find a way to make it more reproducible on other systems.
Does it always happen on your system? Or does it sometime work? Could it be system load related? Is your slave heavily loaded? What OS type/version are you using?
