One of the Subversion plugin committers I guess. According to the wiki page there's a large selection to choose from. If one of you is a Cloudbees Jenkins Enterprise customer, file a support request with them.
Retry count wouldn't help. While I doubt that option applies to changelog computation, retrying the same broken string operations wouldn't do any good.
