Oh, I guess you were asking whether you can compile against an older version of Jenkins and still implement the new functionality; or compile against the newer but still run on the older. No to both. In order to integrate, you must declare 1.568 or newer as the baseline in your POM, meaning this version of your plugin will only run on 1.568 or newer. The first two paragraphs in https://github.com/jenkinsci/workflow-plugin/blob/master/scm-step/README.md#basic-update discuss this.
