Patrick Hemmer you are correct that I'm not interested in changing the behavior in this case.
If someone else were to submit a pull request to change the behavior, that change would have to be an optional condition, explicitly selected by the user to get the new behavior. I'm reasonably confident that a reasonable subset of the approximately 40000 installations of the git plugin have one or more jobs which depend on the existing behavior.
