So, is the order in which plugins appear on the page completely arbitrary, or can the plugin control this? (sorry, I know absolutely nothing about this)

If I understand this correctly, we have two kinds of plugins here:

  • plugins with lots of options, that introduce their section with a visible separator (heading)
  • plugins with very few options, with no visible separator

Wouldn't it be a quick fix to at least bubble the plugins that to NOT have a visible separator to the top? Then at least none of the above scenarios could happen.
