The @Extension annotation has an optional property for ordering, but that requires cooperation between plugins. Otherwise it's some predetermined ordering, but haven't checked it.
Not quick to do automatically, as it requires advanced knowledge of which plugins have no visible separator. (What qualifies as a visible separator, anyway?)
Not quick to do manually as it's many plugins to check.
