Not sure SimpleBuildStep really makes sense here. The current notifier is designed to send one notification at the start of a build (according to cause), and one at the end (according to status). These would only be sensible as separate choices in a Workflow—note that SimpleBuildStep supports perform but not prebuild. Anyway you may well prefer to just have one step which lets you specify the message directly. That would mean a Step and a dependency on workflow-api.
