Well, it depends. If you require authenticated users, then that is going to
be the maximum number of that instance.
But anyway, requiring a maximum number of "users" doesn't seem really
sensible for a CI server since its activity is mostly gonna be driven by
the jobs themselves, and not by the UI end users.

If you need to configure security, you're left with many options.
I'd advice you to have a look at the Jenkins Definitive Guide:

For example, if you have a corporate LDAP, you could want to integrate
Jenkins authentication with it. That's what we do with our Active Directory.
