Hi Mehdi, Chart's urls are "shareable" (they contain a unique token) : if you have the token, you can display the chart, no matter if you're an admin or not.
Nevertheless, only admins will be able to create new charts. I don't have time to implement a feature where users having access to chart creation would be configurable (through a jenkins role for instance), but plugin is OSS, so any pull request is welcome.
