The Jess manual is written in XML, and the HTML is generated from
it. I also have scripts to generate TeX from XML, and from that,
PDF. The PDF version is actually pretty nice, except that the HTML
tables don't translate well so a few parts are a bit screwy. One of
these days my intention is to fix those scripts and make the PDF
manual available for download. I've posted a version of this document
at http://herzberg.ca.sandia.gov/jess/docs/manual.pdf so you can have
a look.

Well, as someone has mentioned, I'm currently writing a Jess book
which will cover a series of real applications, from design through
implementation and deployment. Look for it next year.

Jess originally was, and still is, a "research code" -- that means
it's whole reason for being is so I can try out interesting
ideas. Jess's insides have been completely rewritten from scratch
several times, and I'm sure it will happen several times more. Each
time it's been rebuilt, the performance and capabilites have
improved.
Anyway, I've actually had people compile Jess for Windows CE, but not,
I don't think, for J2ME. I think I'd have to cut out floating-point
support in that version, among other things. I don't think there are
any real technical hurdles; basically there would have to be a
customer who wanted it for a real application.
