The RuleML homepage is at http://www.dfki.uni-kl.de/ruleml/ . I don't believe there's a RuleML "standard" being developed yet; it's really still evolving a lot. There are currently three main dialects which are all quite different. There is an XSL stylesheet by Said Tabet which translates some RuleML into Jess code.
