Here is the RuleML Home page.  There is an XSLT to translate RuleML to
Jess, which I have been able to do successfully.

We have also built tools to translate to other inference engines, such
as ABLE.  Translating RuleML to java-like engines, though, doesn't work
well yet.  We are working with the founders to evolve the standard.  I
just completed a study on this topic, which will be presented at XML
2003 in December.
