Here is the RuleML Home page. There is an XSLT to translate RuleML to Jess, which I have been able to do successfully.
http://www.dfki.uni-kl.de/ruleml/ We have also built tools to translate to other inference engines, such as ABLE. Translating RuleML to java-like engines, though, doesn't work well yet. We are working with the founders to evolve the standard.
