For historical reasons, JSP templates were the first introduced in 1.3a1 and, due to limitations in Turbine and Velocity, were the only versatile enough. However, since I like Velocity much more than JSP (I've been a WebMacro user for nearly 3 years now... :) ), I added a lot of templates as Velocity and some of the features of 1.3a2 have not been back ported yet to JSP.
