This quote is from the JCP site: http://jcp.org/procedures/jcp2/

" The JCP produces high-quality specifications in "Internet time" using
an inclusive, consensus building approach that produces a specification,
a reference implementation (to prove the specification can be
implemented), and a technology compatibility kit (a suite of tests,
tools, and documentation that is used to test implementations for
compliance with the specification). "

Here is a rough estimate time schedule:

Portlet API Spec community draft: 05/2002
Portlet API Spec public draft: 07/2002
Portlet API final draft: 10/2002
Open source reference implementation at Apache: 12/2002

Look into these links:
http://jcp.org/participation/membership/
http://jcp.org/participation/overview/ - see the table "Participation in
the JCP by Key Events"

Im also fairly new to this process.
The way I understand it, you can participate as member (sponsored by a
company), or as an Individual Expert, which requires no fees. I still
haven't figured out how one can participate as a member of an open
source organization.

The overall JCP process is defined at http://jcp.org/procedures/jcp2/
And specifically Expert Groups roles are described here:
