layout doesn't use language-specific logged_in navigation template

The layout seems to ignore the language explicit top_loggedIn.jsp template.

I've configured Jetspeed v1.4b2 to use JSP templates as a default.

I modify the ...navigations/html/en/top_loggedIn.jsp to change some displayed text.

I restart tomcat and hit the new URL.

I log in, but the new text is not displayed.

If I edit the .../navigations/html/top_loggedIn.jsp file (i.e., the non-language
specific template) I achieve the effect I want; i.e., the new text shows up
