It was done on Jetspeed-2-dev list that is currently outside Apache. I was able to find David's original proposal plus 3 more +1 votes...

People in members was very cool on my comments. I got several people
commenting on the message, and nobody addressed the
Jetspeed/Pluto/JSR-168 stuff at all, except Andy, to rant about Sun
politics.The import does not include any pluto sources, isn't it?
