It's the fact that Jetspeed (or Velocity) is not allowing more than one Velocity substitution to occur. Using the exact same format as currently exists in top.vm I put a declaration for topnav.logo.background.file in the properties file and was able to access it via top.vm as you would expect EXCEPT that this caused the original Velocity variable to be ignored. Moving them around showed that the second one got processed and the first one got ignored. This doesn't seem like correct behavior. With JSP I can put any number of variables in a file and they will all substitute correctly.
