Velocity reference problem in navigation file

  It's got me baffled.  I don't dispute that it doesn't make sense but I can
only report what I'm seeing.  It's happening in all three releases that I
tested.  I added the code to top.vm, I put the new var reference in
my.properties and the results were as I detailed.  My war was named 'portal.war'
if that has any bearing.
