I only have one copy of xalan, and xerces in the whole system and that's in
jetspeed. should i be putting the xalan and xerces package in the lib
folder of tomcat?

Looks like the traditional conflicting XML parsers or XSL engine thing... :(
Make sure to use the same version of Xerces and Xalan everywhere (JDK ext,
system classpath, tomcat lib classpath, webapp classpath)
