Since your mail server isnt localhost, I believe you need this setting:

set TOMCATS_OPTS=-Dmail.smtp.host=192.168.0.1         <== replace
192.168.0.1 with your email server's ip address

I just tried it, and it works! This is cool, thanks to Chris K. for figuring
this one out.
Also update JRP with:

mail.server=192.168.0.1 <== replace 192.168.0.1 with your email server's ip
address
