I do not know the correct settings, just that they exist.  Try searching
the tomcat documentation and mailing list(s).

You will need to create local-portlets.xreg.  Use portlets.xreg as a
guide.  local-portlets.xreg is not overwritten when installing
jetspeed.  In my case I keep a working copy outside of the Jetspeed
directory tree.  After updating Jetspeed, I copy it into the /conf.
