I noticed a customize pencil at the bottom of the Security and Admin
pane for the admin user. This pencil has the same URL, and does the
same thing, as the pencil on the pane's tab. The net result is portlets
can be added and removed, but their properties cannot be edited.
As an enhancement, allow the editing of portlet properties in layout
mode. I suggest adding a pencil icon next to the x (delete) for each
portlet to allow the customization of that portlet.
