Yes that's true.
There are plenty of ways to fix that, the simpler being to modify the
default control template to actually use the actions context list and
display their icons...

I've already played with this but this opens a new can of worms: after
you've customized your portlet and clicked "save" where should you go,
back to the "previous" customized screen or to the default page.
The former is more natural but requires the engine to remember a "stack" of
customized items which may create additional state issues...
