Chris,
One idea:
o Remove "Customize" out of top.vm
o You might need to create a "Customize" portlet depending on the
"default" portal configuration, i.e. Some layout type will not display a
customize icon. 
o Enable security
o Remove the Customize privilege when the user has completed
customization

I also suggest you review the message titled "Behavior of <Security>
relative to portlets, users, and customization" that was posted to
jetspeed-user on 21-oct
