Lydia,
A skin should only be defined once.  skins.xreg is part of the jetspeed 
distribution.  The only editing that is suggested to skins.xreg is 
hiding a skin, i.e. hidden="true". local-skins.xreg should contain your 
skins.  I suggest you:
1) stop jetspeed
2) cleanup the skins.xreg and local-skins.xreg files
3) start jetspeed
